Election commission picks Jacobs as new chairwoman

MADISON, Wis. (AP) — The Wisconsin Elections Commission has chosen a new leader. The commission voted unanimously Wednesday to make Commissioner Ann Jacobs the panel’s new chair. She replaces Dean Knudson, whose two-year stint as chairman ended Wednesday. Knudson will remain as a commissioner, however. The commission is divided evenly between three Democratic commissioners and three Republican commissioners. Jacobs is a Democrat. Knudson is a Republican. 

REDISTRICTING-WISCONSIN

Legal fight over Wisconsin redistricting begins

MADISON, Wis. (AP) — Republicans want to keep any legal battle over redistricting Wisconsin in the state Supreme Court, starting the legal fight over the redrawing of political boundary lines a full year before any new maps are created. Former Republican Assembly Speaker Scott Jensen, along with the conservative Wisconsin Institute for Law and Liberty law firm, submitted a legal filing Wednesday with the state Supreme Court. It seeks a rule change to require that any legal challenges over redistricting be handled by the conservative-controlled Wisconsin Supreme Court, not federal courts.

UW president requests special session to address funding

MADISON, Wis. (AP) — University of Wisconsin President Ray Cross is asking Gov. Tony Evers and legislative leaders to call a special session of the Legislature to help UW deal with “unprecedented financial and planning challenges” due to the coronavirus pandemic. Cross wants laws changed so UW can borrow money through a line of credit and possibly start classes earlier than Sept. 1. He is also asking for a reduction in reporting requirements to free up resources. Cross made the request for a special session in a letter sent to Evers, Assembly Speaker Robin Vos and Senate Majority Leader Scott Fitzgerald.

BEACH SHOOTING

Five shot during confrontation at Racine beach

RACINE, Wis. (AP) — Five people, including three juveniles, were shot at a beach in Racine as an argument escalated to gunfire. Police say all five, which also includes victims 18 and 20 years old, were taken to the hospital, but their conditions weren’t available. A witness tells The Journal Times the incident began with an argument between two people and the crowd around them encouraged the confrontation. She says one person pulled out a gun and started shooting. She says one girl who was walking at North Beach was shot in the arm. The shooting happened about 7:20 p.m. when the beach was busy with people gathered for cookouts. Police did not say if a suspect has been arrested. 

WELLS OPINION

DNR will consider well impacts according to AG’s stance

MADISON, Wis. (AP) — The state Department of Natural Resources says it will begin considering high-capacity wells’ effects on surrounding water bodies when issuing permits in light of Democratic Attorney General Josh Kaul’s stance on the issue. Kaul last month withdrew former Republican Attorney General Brad Schimel’s 2016 legal opinion that the DNR can’t consider the wells’ cumulative effect on nearby streams, rivers and lakes when granting a permit. The department issued a statement Tuesday saying it would no longer follow Schimel’s opinion and will consider cumulative impacts if presented with scientific evidence of potential harm. 

AMERICA PROTESTS-WISCONSIN

Madison march peaceful, Milwaukee police use tear gas

MADISON, Wis. (AP) — Madison police say a fourth night of protests near the Capitol ended peacefully in contrast with three previous nights of violence. A downpour briefly halted the protest against the death of George Floyd in Minneapolis, but hundreds of chanting demonstrators regrouped and continued the protest. Madison police said the event ended shortly after midnight and no arrests were made. In Milwaukee, officers used tear gas to disperse a crowd north of the downtown area. Police said the protesters were throwing rocks and glass at officers. A man in the crowd with a gun was taken into custody.
